Protection of personal health information and biomedical research

Abstract
Since the late 1990s, it became much easier to accumulate electronic medical information due to rapid development of computerized information technology. As most transaction of medical information has been made electronically, concerns over the protection of personal information has been raised. Automated medical information also has been used for social good such as biomedical research, disease surveillance and pharmacovigilance. Moral imperatives of protection of individuals¡¯ privacy and confidentiality may bring conflicts with social need of use of personal information for biomedical research. This paper examines ethical issues in the use of personal information for biomedical research. By scrutinizing the Privacy Rule of the United States and ¡°section 60" of the Health and Social Care Act of the United Kingdom, the author
suggests strategic plans for striking a balance between the two moral imperatives: protection of personal information and ethical conduction of necessary health research using health information.
